Two activists have asked the Controller of Budget, Margaret Nyakang’o, to stop the approval of funds tied to the controversial Memorandum of Understanding between the National Youth Service and the Nakuru County government, adding fresh pressure on Governor Susan Kihika’s administration.

 

Speaking to Nakuru Times Africa, Simon Nasieku said the deal raises questions that cannot be overlooked.

“This agreement was pushed through without proper procedure. You cannot commit billions of shillings when the public has not been involved,” he said.

His colleague Benson Macharia added that the MoU risks tampering with approved development plans.

“What the county submitted for the 2025 financial year is already clear. This partnership introduces new expenses that were never part of the plan,” he noted.

The two said they want the Controller of Budget to suspend any requests for funds arising from the Sh2.1 billion agreement, which they argue is intended for hiring equipment, feeder road construction and other expenditures.

Nasieku further claimed the arrangement was irregularly extended to the State Department of Public Works. “There is no clarity on how the hiring arrangement moved from the county to a national department. That alone tells you something is not right,” he told Nakuru Times Africa.

The activists argue that the MoU violates Article 10 of the Constitution because it was not subjected to public participation and also goes against the Public Finance Management Act since it was signed without accommodating public input.

They noted that the Nakuru County Assembly, through a letter dated November 13, had already called for the halting of the MoU’s implementation. “Even the Assembly raised the alarm. That should tell you this matter needs a proper review,” Macharia said.
