The Nakuru County Government has suffered a major setback after the High Court suspended the controversial Sh2.1 billion agreement between the county and the National Youth Service over alleged illegal procurement.
The ruling, issued by Justice Julius Ngaah, froze all operations tied to the deal until January 19, 2026 when the petition challenging its legality will be heard and determined. The court certified the matter as urgent and found that the agreement appeared to have been entered into without proper public participation and procurement procedures.
The conservatory orders bar the county from approving or releasing any payments to the NYS and suspend the implementation of the deal that was entered in November. The judge directed both parties to file their responses within seven days and ordered that all written submissions be exchanged within twenty one days.
The petitioners argue that the county government violated procurement laws and sidelined residents, prompting the court to intervene as the case progresses.
The decision has stirred political reactions across Nakuru, with several MCAs and community leaders welcoming the ruling, saying it vindicates concerns they raised earlier about the manner in which the county entered the agreement. They accused the administration of disregarding the law and bypassing the county assembly.
